You can change the time by going to an Inn and choosing the option to Rest Awhile in the menu. From there, you can choose if you want to wake up at Dawn, Noon, Dusk, or Night. You can also restore both your HP and MP when using this method.
The Tick-Tock Spell is from the Mage class that changes the time between night and day. If you happen to be exploring and can't find a nearby inn, then you can use this spell to change the time of the day.

The Dark Lamp is an item that can change the time to night time. Unfortunately, it only has that one specific function in the game so you are better off resting at an Inn or using the Tick-Tock spell.
You can also just try standing by when exploring in the game so you can wait for the time to pass until it reaches the certain time period you're hoping to access.
Features From Changing Time |

Some areas are inaccessible during daytime, while others are restricted at night. Try changing the time to access and explore these areas to find valuable items for your journey.
There are monsters located at fixed locations that only spawn at a specific time. If you plan to recruit or hunt some monsters, know when day will spawn during the day.
Some items are only available at various times of the day. Explore and revisit some areas to see if they have items you've missed from being at the wrong time.
In Asham, the weapon shop is only open and accessible during the night. It is recommended that you rest at an Inn to access the weapons the shop can provide for you.
