As seen in the official release date trailer, Dragon Quest 3 HD-2D Remake uses a combination of 2D visuals and 3D graphics similar to other Square Enix games like Triangle Strategy and Octopath Traveler.
Characters and monsters use 2D sprites while the environment is rendered using 3D graphics.
The remake introduces an improved and modernized UI and quality of life improvements. These include new animations used for the battle system, adjustable battle speed, and an auto-battle setting.
The remake also introduces new features that improve the overall gameplay and experience of the game. Some of the new features include the Monster Arena, where you can pit the monsters you rescued against others in battles, and the Volunteer and Helping Hands system, which allows you to send characters between save files.
In addition, the list of vocations is being expanded with the introduction of the Monster Wrangler, allowing you to explore new vocations to try in the game.

The best version to play Dragon Quest 3 is the upcoming HD-2D remake. The remake features a complete overhaul of the graphics and offers gameplay improvements that make it superior to the previous version.
If you want to play the game right away, you can play Dragon Quest III: The Seeds of Salvation on the Nintendo Switch.
