Telling your mom that you refuse to meet with the King will give you special dialogue from her, asking you thrice if you are sure with your decision on the bridge. After you confirm thrice, she will stop asking and leave you to your devices.

Going back home and talking to her, she will ask you again if you're sure of your decision to not meet with the King.

Going to Patty's Party Planning Place will also result to you being turned away and asked to meet with the King first before offering their services for hiring party members.

Dragon Quest 3 - Cannot Clear Story

You can continue your journey alone until the halfway mark, since you will need someone of the Merchant class to pass the Immigrant Town.

Since you cannot recruit party members without the King's blessing, you will be forced to get his blessing to get pass this town.
