Vamp is the best personality in the game due to it having an increase in every single stat, however, it's exclusive to Female characters.
As for Male characters, the only personalities without stat decreases are Lucky Devil, Bat Out of Hell, and Everyman, but they're all relatively bad except for Bat Out of Hell. It'd be better to choose a personality based on their vocation instead since Everyman gives 0 increase or decrease, while Lucky Devil's biggest increase is Luck.
Considering that the HD-2D version has changes from pervious versions, a character's best personality can change. The most notable change is that there's a new "Defense" stat, making Agility slightly worse since it's no longer used to calculate a character's defense.

Ideally, the Hero will only cast spells in emergencies and they'll primarily be a physical attacker. To fit this role, you'll want either the Paragon or Amazon personality for Strength, but you can also go for Tough Cookie or Ironclad if you want more Vitality.
However, the Hero is meant to be a reflection of yourself, so you can always use what personality you get at the beginning or whichever one you like best.

Similar to the Hero, you'll want your Warrior to be a physical damage dealer and tank. Again, you'd want either Paragon or Amazon for Strength, but you can go with Tough Cookie or Ironclad for Vitality.

While the Martial Artist is also a physical damage dealer, you'd want to focus on Agility rather than Strength. The best personalities for this are Bat Out of Hell or Vamp since they're Agility boosters that don't have a decrease in Strength.
You could also go for Tough Cookie as a more defensive option, but you'll lose out on -10% Agility.

Ideally, you'd want Agility to ensure that the Thief acts first in combat, but you can also go for Strength for more damage. To do this, give them either Bat Out of Hell or Vamp for Agility, or Paragon or Amazon for Strength.

Priests want a high MP pool for spells and Agility so that they can act before enemies, especially if they need to heal or revive a party member. Ideally you'd want Genius since it increases both stats, but you can also go for any of the other options listed above if you can't.

Similar to the Priest, a Mage wants Intelligence and Agility as their main stats. Even if they can't heal the party, they still have very important buffs, like Oomph, that they'll want to cast as soon as possible. Go for Genius if you can, but you can go for the other options if you can't.

Since the Merchant is best used for farming, you'd want Vitality to increase their HP and keep them alive. You'd want either a Tough Cookie or Ironclad personality, but you can also go for Paragon or Amazon if you want extra Strength.

The Gadabout's only good stat is Luck, so you might as well give them a personality that improves that as much as possible. You can also go for a Vitality personality to help keep them alive.
However, Jester is a really bad character, so their personality doesn't matter as much. If ever, you should consider tailoring their personality towards a Sage so you won't have to worry about it when you change their vocation.

Much like the Priest and Mage, Sages want Intelligence and Agility so that they can cast a lot of spells and act first in combat respectively. Again, Genius is the best personality for this, but you can go with the other options listed above.
