When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
As a hero obtainable only through Tempest Trials, Young Lucius will always have neutral IVs by default. The only way to access IVs for this unit is through using Trait Fruits.
The best IVs for Young Lucius are +Atk and -Def. His Atk is very high at base 45, and with a 17 Mt weapon with built-in Wrathful Staff, Young Lucius can heavily dent his foes.
+Res is an alternative boon if you prefer having a high Res unit to soak up magical hits.
Young Lucius has abysmal Def at base 17, and together with his low base 38 HP, no amount of investment will save him against physical attacks. It is a safe bane to take.
We recommend a +Atk IV when merging Young Lucius up to +10, as his Res is already high enough to not require further investment.

Young Lucius is a ranged magic attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Res stat.
Young Lucius' Mystic War Staff already has a built-in Wrathful Staff 3, opening up so many possibilities for a better passive B skill. Modern skills like Atk/Res Tempo 3 and Holy Pressure can perfectly synchronize with his decent offense as his weapon also grants him Atk/Res+6 and a guaranteed follow-up attack during combat. Additionally, Mystic War Staff can also give help nearby allies get additional Def/Res+6 and prevent foes from follow-up attacks!
Young Lucius only has base 38 Def and base 17 Res, which leave him prone to getting knocked out by any physical attacker.
Keep him away from foes that deal physical damage to ensure his survival.
Young Lucius fails to stand out from the overly saturated pool of infantry healers, despite having a great exclusive weapon. Therefore, to see him at his full potential, he will need merges and premium skills.
Some of his base skills might need changes as well to fully take advantage of his offenses. Offensive healer Specials like Light's Restraint can help him inflict more damage compared to his base Special of Heavenly Light.

Young Lucius has Atk/Res Ideal 3 and Distant Guard 3 as good inheritance options. Atk/Res Ideal 3 is a great skill to pass down as it can serve as a ladder to other units with Atk/Res Ideal 4 as inheritance options.
We recommend focusing on getting Atk/Res Ideal 3 as Distant Guard 3 is a widely available skill, inheritable from easy to get units like Merlinus and Linhardt.
