When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Libra are +Res and -HP. A +Res IV would allows Libra to specialize in battling magical units as he will reach decent levels of Res with it. We even recommend further pushing his Res or Def using the weapon upgrades! Since HP will be improved regardless of which weapon upgrade you pick, it can be safely taken as a bane. Though be wary that it is a superbane.
We recommend a +Spd IV when merging Libra to to 10. At +10 Merges, Libra's Res will reach such high levels that pushing it up higher is a waste. At this point, it would be better to opt with a +Spd IV instead to help him take less follow-up attacks and allow him to make some follow-up attacks on his own. He will reach 39 Spd at this point so with more investment and some support from allies, he can score lots of follow-up attacks on a wide range of foes.

Unfortunately, as of 10/2021, Libra still has no prf weapon! So you have to settle with another weapon or his default Wo Gun+. His axe deals a lot of damage if he activates lots of Specials so picking up skills like Wrath 3, Time's Pulse 3, and the Seal Steady Breath would allow him to deal lots of damage. This build is for a Libra whose Spd is well supported by IVs, merges, flowers and allies. If your Libra has low investment levels, get the Quick Riposte 3 Sacred Seal instead!

This build functions as a speedy infantry tank. Spurn provides damage reduction while Distant Stance and Spd/Res form boost Libra's Res to allow him to tank magical attacks better.

Libra's new unique weapon Inviolable Axe also comes with a refine.
Among the multiple refine options, we recommend the special effect refine which inflicts an additional Atk/Spd/Def-4 penalty on the foe during combat and provides a Breath of Life effect.
The other refine options simply aren't as good as this one, thus the special effect refine is the way to go.

Libra is a close physical attacker (range = 1). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Def stat.
Libra's weapon skill Wo Gùn+ deals +10 damage when his special triggers. This works great with his low cooldown special Noontime, which means +10 pure damage every time it triggers. This can stack a lot and deal massive total damage in a single map while keeping Libra in high amounts of HP.
You can also get offensive a skill like Moonbow, Glimmer, or our favorite on Libra, Iceberg to provide him some damage at the cost of sustain.
Libra's B Skill Renewal 3 will will let him recover 10 HP at the start of every second turn. Since he can regain lost HP even without a healer on the team, taking a little damage does not stop him completely.
Libra's C skill, Spur Atk/Res 2, grants adjacent allies +3 Atk Res in combat. Since Libra does not need to be adjacent at the start of the turn, you can make adjustments mid-phase to make sure your allies are affected. Additionally, since it is an in-combat buff, it is easily stackable with other buffs.
Being an in-combat buff also makes it immune to effects from skills like Dull Close 3.
Libra has balanced stats. This might be good at first glance, but it makes it harder for him to fill in specific niches. Filing in specific niches is very important in a game like Fire Emblem Heroes where there are countless characters to choose from. If Libra is your hero of choice, we recommend heavily investing in him and building teams around him to help him specialize in a role.
