To get the Northern Regalia, you need to get the Demonbrandt and the Soulbrandt weapons and combine them with the False King's Demon Soul.

Powerful Weapon But Difficult To Get

The weapon changes powers depending on the Character Tendency. It doesn't matter if its Pure White or Pure Black as long as it leans to either, the power of the weapon will be boosted.

However, this weapon is quite difficult to get since the two swords required to make it are already hard enough to acquire. One sword, SoulBrandt, cannot be obtained until the endgame, so Northern Regalia is better off used in NG+.
