You have to read the letter on the dock
I gave him the secret letter at the shrine where Li Dingo is drunk. He went to the ferry overlook docks and when I got there I talked to him and exhausted all talking points. I went back to the shrine and dreamt. I went back down and the sword was where he was standing.
I did the Li Dingo questline and got him to the ferry outlook. He was not hostile to me and after I talked to all NPCs in the area I went and dreamed at a checkpoint. When I came back down to where he was I got the serpent fang. You CAN get the sword if you give him the secret letter. Again, just go to ferry overlook shrine and go down to the docks and talk to him and exhaust all talking points. Now go back to the shrine and dream. Then go back down and the sword will be where he was standing.
I’m so bummed, I did the same thing and there are no NPC’s there.
so theres no warning or alternate way to get this if talked to story teller before making to ferry overlook?
I found mine much later. Was in Bo Capital and went back to try to make sure I had everything possible. Found my Serpent Fang on the docks itself just south of where shack looking thing with the 3 hanging fish and Lanterns. On left is a spot to "check" and had a letter and the Serpent Fang for me.
If you give him the letter, then after talking to him at Ferry Overlook, return after using the dream and the serpent sword will be on the ground where he was standing.
if you return to where he was standing at Ferry Overlook, he is gone and the serpent sword is lying on the ground for pickup.

I did hand him the secret letter at Zhenhu Temple, and he appear at the ferry area. After exhausting his dialogue, i did not recieve anything from him. After defeating Bai Kru at Bai Mansion, i return to the Ferry area, but he has disappear, and probably i won't be able to get the Serpent Fang from him till NG+, such NPC questline is such a big frustration.
I did get teleported by the storyteller after that no one lived by the boats and did not get the weapon...
how to get this weapon? there is nothing there
