Inert Salsotto is the set to use if you want to increase a character's CRIT Rate with the 2 pc. set effect. The 4 pc. set effect also increases a character's Ultimate and Follow-up Attack DMG if the character reaches the CRIT Rate requirement, which is pretty easy to reach.
It is a good set generally for DPS characters or characters that use Follow-Up Attacks.
