To unlock The Firebrand, also known as Abbess Ingeborg, in the Order tab, you'll need to obtain Three Clues. Two of these are connected to The City of Greed saga.
The First Clue is given by Hytham in the quest In a Strange Land.
The Second Clue is obtained from a letter in the quest Burning The Firebrand.
The Third Clue, which reveals The Firebrand's identity, is obtained once you're able to locate The Firebrand during the same quest as the Second Clue.

During Burning The Firebrand, you will be given three markers to indicate The Firebrand.
Two will be imposters, so you must determine who is the correct target. You can use Raven's Eye View to find their exact locations.
