Fergal can be found in near the southeastern portion of Grantebridgescire's wall. Speak to the woman beside a peculiar house to begin.
Fergal the Faceless is quite unique as a flyter. Unlike others, it is fairly obvious that he isn't very good. Any answer you choose to respond with is acceptable.
