When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
As a hero obtainable only through Grand Hero Battle, Saias will always have neutral IVs by default. The only way to access IVs for this unit is through using Trait Fruits.
The best IVs for Saias are +Res and -Def. Saias is not built to take blows from physical units to begin with so having some points off his Def would not harm his viability significantly. With that, you should maximize his Res as much as possible as he is very strong in that side of defense. Another reason to maximize his Res is because of Wargod's Tome which relies on Saias having a high Res stat.
Take note that his Def is a superbane so you should get that merge as fast as possible!
We recommend a +Spd IV when merging Saias to 10. This is for the same reasons as above. With this IV, he will reach a Res stat of 41 which is very fair even by modern standards. This allows you to tank magic hits and debuff a lot of enemies.

This budget build uses skills more freely available to retain Saias' usage as a defensive unit. Mystic Boost counteracts the Fury recoil to keep Saias in Quick Riposte range.

This build utilizes Saias' powerful weapon. Take the +Eff refine to debuff enemies, and debuff them even further with Atk Smoke 3. Quick Riposte guarantees a follow-up attack on enemy phase.

Upon the special effect refine, Wargod's Tome will inflict a more powerful debuff on enemies. That is the upgrade bonus, but the special effect refine adds the total number of penalites to Saias' Atk stat. Considering that Saias has a handful of debuffs that already weaken the enemy, this effect capitalizes on said debuffs and grants Saias a wide window to take out weakened foes.
Saias' debuffs are very easy to apply so you will not have any problem utilizing this effect. Take note that even debuffs from other units will be considered! Run a team composed of debuffers and Saias will surely hit very hard.

Saias is a ranged magic attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Res stat.
Wardgod's Tome inflicts Atk/Res -4 on foes in cardinal directions if Saias Res is greater than theirs. Spd Ploy 3 does the same but it inflicts -5 Spd. If Saias is able to win the Res check, enemies will be crippled! Line-up Saias properly to severly weaken enemy units.
Conveniently for Saias, he sports a pretty fair Res stat which makes it fairly easy to apply this skill on a wide range of units.
Wargod's Tome has access to a powerful special effect refine. It adds the total number of debuffs on the enemy to Saias' attack stat. You can read more about it in the weapon refine section.
If at least at or under 50% HP, Escape Route 3 allows Saias to warp to spaces adjacent to any ally. This is perfect for him, since he has a low Def stat
This skill is very useful for modes like Grand Hero Battles where losing a unit means defeat or modes like Arena where losing units means a decreased score.
Saias base Res is 34 at Lv. 40 5★. It is certainly not the highest, but it is a good base Res to start with. You can choose to equip skills like Fury 3 to improve his Res.
You can also go full on Res tank by inheriting a skill like Distant Def 3. If you plan to go that route, you can get Quick Riposte onto Saias so that he can land follow-up attacks on foes.
Saias' Def only sits at 18 at Lv.40. This makes it easy for physical units to take him out. Be mindful of Saias' positioning in relation to physical units that can easily take him out. Even if the physical unit is of the red attribute, make sure to stay clear out of them!
Though not extremely bad, Saias' Spd can also leave him vulnerable to follow-up attacks. Taking a follow-up attack from an enemy is sure to take him out of the battlefield.
Saias' main gimmick is to win Res checks and debuff the Atk/Res/Spd of an enemy unit. If he loses the Res check, then he loses much of his effectiveness. If you repeatedly find yourself in situations wherein Saias loses Res checks, consider inheriting the mentioned Fury 3 or even Fury 4. Your other options also include Fortress Res 3. Said skill is also available as a Sacred Seal.

We recommend that you use Unlock Potential to bring Saias - Bishop of Flame from 4 Stars to 5 Stars. Saias - Bishop of Flame is very useful as a anti debuff, so you may find using Unlock Potential on Saias - Bishop of Flame helpful if your team lacks a party member with this role.

Saias can be used to inherit the skill Spd Ploy 3. However, you can only acquire Saias from Grand Hero Battles or from using Heroic Grails, so think carefully before foddering him off.
Saias is a Hero who, for a limited time, can be obtained through completing a Grand Hero Battle for the first time. They do not appear in regular summons. After the event has ended, they can be obtained by using Heroic Grails.
