Mimir is a "Fae", a race of gods that the world, and by extension other gods, know very little about. Despite this difference in race however, Mimir was once upon a time considered as being part of Odin's court and, officially, as the king's ambassador to the other realms.
Things would sour however, and events would transpire that sees Mimir trapped atop the highest peak in Midgard, where he would be found many years later by Kratos and Atreus.
Mimir is a character who provides much of the explanations and background exposition to both Kratos and Atreus (and by extension, the player). Due to the lifetime of travels he has had in his life, the many events he has witnessed, and the many secrets he has heard, Mimir has a wealth of knowledge just waiting to be shared with the world.
It is due to this experience that has Mimir already knowing what Kratos is – a god – when they first meet. Despite this bountiful knowledge and intelligence, Mimir is not prescient, and so is unable to warn the father and son pair about the dangers that they may face in the future.
After spending years serving in Odin's court, Mimir would eventually become friends with many Jotun giants during his travels throughout the realm. However, it was due to this friendship that would see him endangered, as it was also during this time where the tenuous peace between the giants and the Aesir were turning sour, due in part to Thor's rampant killing of their kind.
Similar to how Odin would betray his own son Tyr on suspicion of him working with the giants, so too would Mimir receive the same treatment. Odin would trap Mimir inside of a tree indestructible to even Mjolnir, forcing Mimir to live the rest of his days there all while returning daily to torture the Fae.
During the events of God of War 2018, Mimir would be approached by Baldur and his nephews Magni and Modi, inquiring about any information and the location of Kratos. Mimir would refuse to tell them even under threat of being harmed, due to the fact that he was already being tortured by Odin.
Kratos and Atreus would eventually come upon him after the three leave, and upon offering his services to Kratos, has his head lobbed off to be reanimated later on by Freya.
After being freed from his prison, Mimir would serve as the "Third" companion to Kratos and Atreus, assisting them with any of the problems or issues they encounter on their journey. One of Mimir's eyes, in fact, is used by the group near the end of God of War 2018 to serve as a "key" to accessing Jotunheim.
