There is a chance for the Sardaukar ships that prowl at night to drop the Tarl Cutteray schematic after being defeated at the Mysa Tarill region.
Note that the Tarl Cutteray schematics have a certain drop rate, so they are not guaranteed loot from the unique chest. If you did not get the schematics, you will have to wait for approximately 45 minutes for the chest to respawn.
