You need to unlock a locked door in the Edge of Acheron to access the chest the Bigger Buggy Boot Mk5 schematic is in. The Identification band to unlock it is in the center of the enemy outpost of the Edge of Acheron, in Sheol. Be advised that this is a PvP area, and you may encounter hostile players in this area.
Note that the Bigger Buggy Boot Mk5 schematics have a certain drop rate, so they are not guaranteed loot from the unique chest. If you did not get the schematics, you will have to wait for approximately 45 minutes for the chest to respawn.
