Obtained Inside a Storage Box in the Alcyon Shipwreck
The Holtman Amplifier can be found in the Wreck of the Alcyon Shipwreck located in the Hagga Basin South region. Get to the tent area and you should find the entrance to the Alcyon Shipwreck.
Head inside and go through the archway on the right where you will see a projector. Northwest of the projector, there will be a storage box that contains the Holtzman Amplifier.

Used to Complete a Contract in Griffin's Reach Tradepost
Holtzman Amplifier can be used to complete the Wrecking Crew contract in Griffin's Reach Tradepost in the Hagga Basin South region.
Interact with the Contract Board inside the tradepost to complete the contract.

Just in case anyone else was wondering, I noticed after obtaining the Holtzman Amplifier the first time for the Contract mission; you won't need it again. I came back after getting better armor and "farmed" this area again and again. Since you delivered the item to the Contract Board once already and satisfied the Contract, you "can" pick it up out of the box again. It is safe to delete it from your inventory if you happen to pick up again.
