The Spice-infused Plastanium Dust can be found in the Deep Desert, specifically the Buried Testing Station. Do note that the location of the testing station in the Deep Desert changes every week.
Buy From the Exchange Auction House
Another way to obtain the Spice-infused Plastanium Dust is by purchasing it through an in-game player-controlled auction house called the Exchange. You can find the Exchange in Social Hubs like Arrakeen and Harko Village.
