The schematics for the Arhun K-28 Lasgun can be found at Imperial Testing Station No. 37, at the Deep Desert

Note that the Arhun K-28 Lasgun schematics have a certain drop rate, so they are not guaranteed loot from the unique chest. If you did not get the schematics, you will have to wait for approximately 45 minutes for the chest to respawn.
