The Eviscerator can be found in a chest inside a hostile camp at Stonestep Valley, Western Shield Wall.
Note that the Eviscerator schematics have a certain drop rate, so they are not guaranteed loot from the unique chest. If you did not get the schematics, you will have to wait for approximately 45 minutes for the chest to respawn.
