The map is in the town just in front of Kjotve's Fortress. You may wish to secure the map later on when you've finished the quest related to the area, just to avoid hostilities and the chaos involved with the quest.

Once you've read the clue, you can find the treasure on the western island in the Hordafylke region. The Treasure Hoard's location is just beneath the mountain with the Synchronization point; there is a pass beneath that you can go inside of to find the treasure.
