1. Meet Rebekha at the Karkh Bureau
Go to the Karkh Bureau and speak to Rebekha, there you will meet Roshan and the three of you will discuss your plans against Al-Pairika.
2. Speak with Roshan
Speak with Roshan outside of Rebekha's room, there she will simply ask you if you're ready. You can choose to say no if you want to roam the city, but the quest will not progress until you say that you're ready.
3. Follow Roshan to the Bazaar
On your way to the bazaar, Roshan breaks down the current situation of Karkh and mentors Basim on the ways of the Hidden Ones.
After following Roshan, she will then leave you to scout and gather information on Al-Pairika.
