Nehal's investigation will enable you to track The Calling, the quest required to find and obtain the outfit. It mentions a chamber under the Northern Oasis, north of 'Aqarquf Dunes in the Wilderness.

In the game, you can find a total of 10 Mysterious Shards. To unlock the outfit, you need 5 Mysterious Shards to break the barrier. The remaining 5 can be used to unlock the sword and dagger located in the same area as the outfit.
