The Find What I Stole! enigma treasure is located a bit south of the Soap Boiler's District, inside the small gazebo at the center of the fabrics marketplace.

The Find What I Stole! enigma can be found in a tarped area under the bridge near Qutrabbul Gate.
From inside Harbiyah, head to the Qutrabbul Gate bridge. Underneath the bridge, you'll find a tarped area with a blanket and some goods, where you can pick up the Find What I Stole! enigma note.
The treasure reward for solving Find What I Stole! is the Black Zanj Uprising.
