Head to the southeastern side of the Metal Factory building and find the open window that you can peek through.

Use Eagle Vision to find the red glow that indicates a wooden beam on the barred door. Aim at it until your crosshair turns red and throw your Throwing Knife to unlock it.

Head to the opposite side to find the door and enter the room to find the gear chest inside.
