Follow the quest marker to a plaza south of the Great Mosque. You'll need to look for a Hidden One waiting on top of one of the buildings.
Approaching the building will cause Basim to remark about a curious individual, and you can also use Enkidu to scope out the area and find the Hidden One.
Eagle Controls - How to Use Enkidu
The Hidden One is supposed to give you the Marked Coins but will insist on a race to the pick-up location instead. You'll need to race the Hidden One to progress the quest.
The Hidden One is faster and can run on top of ladders and ropes unlike Basim, and it's impossible to beat the him through parkouring through the roofs.
To beat the Hidden One, you'll need to jump down the building and run across the street to the destination. Make sure to toggle sprint and avoid running into people and you'll beat the Hidden One.
With the Marked Coins in hand, make your way to the waiting Trade Delegate waiting in the plaza area near the Great Mosque to complete the quest.
