Head to the Mazalim Court, just east of a synchronization point and north of the central palace, to complete this objective.
Inside the Mazalim Court is a judge named 'Adil ibn Munsif who will be highlighted in orange when using Eagle Vision.
Speak to him and offer him 1 Scholar Favor Token. When he asks for another, refuse him and he will ask Basim to retrieve some evidence in exchange for information.
The evidence that Basim must retrieve is inside a locked room that can only be accessed by dropping into the room from above.
Exit 'Adil's office and turn right to find a room containing stairs that lead upwards. Head upstairs and look for the room containing one guard leaning over some railings. Dispatch the guard and jump down from the railings to arrive inside the locked room.
Loot the evidence and unbar the door to return to 'Adil and progress the mission.
Once the messenger appears, tail him from a distance, making sure not to get spotted. Failure to stay hidden will result in Basim needing to attempt the same segment again on a different day.
The messenger will eventually enter one building but don't mistake this for the end of the objective. Climb your way to the top of the building and wait for the messenger to reappear on the other side.
Continue tailing the messenger until he walks into The Shurta.
The messenger that Basim must tail only appears in the afternoon, so depending on the time of day that Basim finishes the segment with 'Adil, he may or may not have to wait on a bench to pass the time.
There is a bench just outside of 'Adil's office, so sit down and wait for the messenger to appear if needed.
The Governor's office is on the second floor of the Shurta, but will be locked, requiring a key held by one of the guards on the ground floor.
Retrive the key from the guard however you choose and head upstairs to unlock the office.
The front entrance of the Shurta is too heavily guarded for Basim to walk in inconspicuously. Instead, head to the southern side of the building and use a lift to access the structure's roof.
Upon reaching the roof, head towards the eastern side of the building and look for a break in the stone railings to reach a balcony that leads into the building.
Interact with 4 objects inside the governer's office to progress the mission. Basim will need to examine 2 letters, a book with poetry, and a map.
Once these objects have been examined, a cutscene will play out.
After speaking to the governor, unbar the nearby door and make a mad dash along the rooftops to escape the guards on your tail.
Become anonymous to complete this mission.
