You'll have to throw a red explosive vase from the elevated platform nearby to break the rocks the lost book is buried under.

The Kitab al-Azif lost book is found exactly in the Seleucia-on-the-Tigris ruins in the marshlands of Wilderness East.
Note that this Lost Book does not show up on your map even after synchronizing the nearby viewpoint or after purchasing a Lost Book Map from the Cartographer.
In addition, the panel on the map only shows 1 Lost Book instead of two. This is likely caused by a bug.
The Kitab al-Azif is The Necronomicon which is a fictional grimoire introduced in the writings of Howard Philipps Lovecraft (H.P. Lovecraft). In Lovecraftian lore, the book is written by Abdul Alhazred and it contains accounts of the Old Ones, particularly Yog-Sothoth and Cthulhu whom Abdul worshipped.
