The Just Rewards enigma treasure is on a pile of construction near the south entrance of the Shurta Headquarters in the Commanders District. You can just walk into the property and pick up the enigma treasure on top of the construction.

The Just Rewards map is a detailed drawing of the Shurta Headquarters with an official seal too. The drawing does take some creative liberties, as you probably won't encounter a lit beacon to the northwest nor guards in the courtyard.

The Just Rewards enigma can be found on a desk at one of the top levels of the Basra Gate Restricted Area, connecting the Round City to Karkh. The area with the desk is on the same level as the top of the wall, where guards are patrolling.
