Find a fire pot near Al-Jahiz's House. You can use your Eagle Vision to find it.
Climb the stacked boxes near the fire pot. Move the stacked boxes near the stone fence so you can climb on top of them, as you cannot use your hands to climb since you're carrying the fire pot.
Once you've reached the upper area using the stacked boxes, move forward and turn left. You'll see a blue-cloth roofing, which you'll need to cross.
Crossing the Blue-Cloth roofing will lead you to a doorway to a house, go inside and leave the through the window to get to the other side.
After going out through the window, turn right, and you'll see Al-Jahiz's House just across! You'll have to cross the ropes connecting the house' terrace you're currently on, and Al-Jahiz's rooftop.
Throw the fire pot that you've been carrying to the breakable wall on Al-Jahiz's roof. This will create a path for you to get inside.
Once you're inside Al-Jahiz's House, head downstairs and open the gear chest.
Depending on the order you opened Mazalim Courts, Shurta Headquarters, and Al-Jahiz's House gear chests in the Round City, it can either be the Hidden One Outfit itself or its upgrade schematics.

You can find the Al-Jahiz's House Gear Chest downstairs, inside the house itself. The only way to enter the house for the first time is to destroy the breakable wall on the rooftop.
