The State Official is a contract mission you can take on in Assassin's Creed Mirage (AC Mirage). Read on for the contract details, how to start, how to find and free the prisoners, and the rewards for completing the quest.

You can start The State Official contract mission by accepting the quest from the Contract Board in any Hidden One Bureau.
To access these contract boards, you'll need to finish the Zeroing In Main Quest to unlock them. Upon returning to the Harbiyah Bureau, Abu Jafar will grant you access to the contract boards.
To unlock The State Official from the contracts board, you'll need to complete The Concubine contract mission.
Once you complete that quest, you will receive a notification that a new contract is available to start at the Hidden One Bureaus.

Make your way to the Damascus Gate Prison located on the northwestern part of Baghdad in the Harbiyah section of the city.
This is a restricted area that you can access by heading up the battlements of the prison.
We recommend assassinating the guards on the prison ramparts as they can alert the other guards, which will cause the State Official to move around the prison and make him harder to track.
Look for an armored guard patrolling the terrace overlooking the prison area who has the key to the prison cells.
We recommend assassinating this guard since he can prove troublesome once you break out the prisoners.
Head inside the prison and use your Eagle Vision to look for 3 prisoners that you need to free to meet the contractor request. The prisoners are highlighted in blue when you scan the area with eagle vision.
Two of the prisoners are located next to each other in a large area with patrolling guards, while the other prisoner is located in the western part of the prison.
We recommend killing the guards within the prison to prevent the three prisoners from stopping to attack them instead of looking for the State Official.
We also don't recommend putting any of the guards to sleep with the Blowdart since the prisoners will still stop to attack them, which may cause them to wake up and alert the other guards.
With the prison clear of guards, the three prisoners will look for the State Official and start attacking him. He is the only guard in the prison wearing blue.
Stay close to them but far enough that you can assassinate the State Official unseen while he's distracted fighting the prisoners.
Once you finish assassinating the State Official, leave the Damascus Gate Prison. The contract mission will complete once you leave the restricted area.
