Pickpocket and Buy From Traders
The best way to get steel ingots is to pickpocket trinkets from civilians, sell them, and use the Dirham to buy the components.
If the trader doesn't have steel ingots in stock, you need to find another one or wait until it appears again in the inventory.
Spend Merchant Favor Tokens to Reduce Prices
You can use the Merchant Favor Tokens to reduce the prices of all trader's items up to 30%. This allows you to purchase steel ingots at a lower price and reduces the grinding needed to farm them.
Loot Token Chests
Token chests have more steel ingots than regular chests and are the best way to obtain additional upgrade materials without spending Dirhams. Unlocking token chests requires you to spend Merchant's Tokens per chest.
Complete Contracts
Some contracts offer steel ingots as rewards, and you can find these contracts on the Contracts board at a Hidden Ones' Bureau.
