Once all the cases involving Al-Rabisu have been closed, Basim will receive this mission as a short prologue to the next quest, The Great Symposium.
To complete this quest, simply fast travel to the Abbasiyah Bureau and walk towards the objective marker to view a cutscene and complete the quest.
