Connecting to the in-game voice channel requires you to have a stable Internet connection, otherwise you'll end up disconnecting to the service or may cause some temporary disruptance which will cause errors in connecting to the channels themselves.
Not having stable Internet connection to the game servers is likely the number one cause of receiving the Voice Service Unavailable error.
Be sure to double check if you're connected to the correct voice channel. You can do so by opening the Headphones Icon on the top right of the main menu and checking to see if you're in the correct channel.
Make sure to keep your audio drivers up-to-date to ensure that the game can recognize your microphone as having outdated drivers will likely cause your audio hardware to not properly work with modern games.
Restarting Modern Warfare 2 will allow the game to reconnect again to the servers which will also connect you to all the available services including voice channels.
If you're playing with friends whom you know in real life, it might be best to use Discord to communicate with each other as you don't need to use the in-game voice channel service. In addition, Discord provides better voice quality and is completely free!
