    Isn't this just a normal enemy. Also as the other guy said, this can be fought in act 2. Same with Second Sentinel, with both requiring Faydown Cloak.

    This boss can actually be found in act 2! It appears near the end, but if you accept the wish The Lost Merchant it will appear (or so I believe). This wish requires a lot of other wishes to be completed, but it is possible to get in act 2.
