If you're in Hunter's March, you can go to Skarr and purchase Shard Bundles. However, as a note, he's found in a hidden area behind a breakable wall directly above the Hunter's March bench.

While you're in the Deep Docks, you can visit the Forge Daughter to purchase Shard Bundles. Just be careful since you'll need to fight through some enemies to reach their shop if you want to buy from them.

How to Use Shard Bundles

Select and Use in Your Inventory

To use a Shard Bundle, you will simply need to open your inventory and select to use or break it. Once that's done, the bundle will be consumed and you will gain 80 Shell Shards.
