Skarrsinger Karmelita moves around a lot during the fight, and its attacks are quite fast. Skills, tools, and attacks that seek out targets will be effective against the boss.
Cogwork Wheel allows you to deal damage without going close to the boss. Cogfly and the Pale Nails skill are perfect for this fight since they seeks out the target, allowing you to deal with the boss's constant movement throughout the fight.
Pollip Pouch or Volt Filament synergizes well with Cogwork Wheel and Cogfly, adding bonus effects and damage whenever you use them.
For defensive tools, Fractured Mask essentially gives you an extra life, while Warding Bell grants you a shield when you're healing/binding and performs a counter attack if you're hit while the shield is active. Magnetite Dice can negate an attack at random, which can be useful at times.
The Witch's Crest is one of the best crests by the late game. It can generate Silk faster and its moveset is quick and long-ranged, allowing you to be aggressive while having the maneuverability to move away when needed. The only downside is that you will not be able to equip any yellow tools using this build.
If you haven't gotten the Witch's Crest, the Reaper Crest is also a good balanced crest for this fight. When you attack an enemy after healing, silk balls will be released in the air. If you collect them, they will fill your silk gauge faster, which you will definitely need to get Pale Nails up sooner.
Alternately, you can use the Architect Crest if you want to make the best use of your tools for this fight. The Architect Crest sacrifices the Silk Skill for a 3rd Red Tool slot, so while you will be unable to use any Silk Skills, you can maximize your tool use for a more aggressive strategy.

Skarrsinger Karmelita is located in eastmost part of the Far Fields. You'll encounter the boss during the Heart of the Wild objective.

Since Skarrsinger Karmelita constantly moves around during the fight, the target-seeking mechanic of Pale Nails and Cogfly increases your chances of hitting her as she moves around.
In particular, Cogfly also allows you to passively deal damage as you dodge attacks.
Most of Skarrsinger Karmelita's attacks happen on the ground and cover a large portion of the arena, leaving you with little to no space to run. The best way to deal with these attacks is by performing jump attacks as she does her attacks. This allows you to dodge her attacks and deal damage simultaneously throughout the fight.
You may only get a few hits with this strategy, but the important thing is you're able to dodge her attacks.

Skarrsinger Karmelita swings her blades while moving forward. This attack is done on the ground and covers about half of the arena. The simplest way to dodge the attack is by jumping over the opposite direction of the attack.

Skarrsinger Karmelita throws her blades at your direction. One is thrown at about hip level while the other is thrown at an upward angle, leaving a space in between the blades. You have to create enough space between you and the boss, then jump once to dodge both blades.
Alternatively, you can just do a double jump to go over the blade moving upwards, but it requires fast reflexs and percise timing to pull it off.

Skarrsinger Karmelita does an aerial variation of the Blade Throw attack. This attack is easier to dodge since she will jump first, pause for a second mid air, then throw her baldes, so all you to need to do is get away from her when she jumps.

Skarrsinger Karmelita twirls around rapidly with her blades while moving forward. This move can be devastating if you get hit since it removes about 2 health masks. However, it's easy to dodge due to the visual cue. Once you see her do a pose where she puts one arm up and the other behind her back, wait for a short while, then do a Double Jump to dodge it.

Skarrsinger Karmelita jumps in the air while spinning, then crashes and creates spikes on the ground. The simplest way to dodge the attack is by moving to either end of the arena, then do a Double Jump as she crashes to the ground.

Skarrsinger Karmelita moves to one end of the arena, then charges towards the other end, creating large spikes on the ground as she charges. The best way to dodge this attack is by doing a Double Jump and a Glide.

You'll obtain the Hunter's Heart item after defeating Skarrsinger Karmelita.
