How to Start Hero's Call
Find Zaza and Garmond Around Pharloom Twice in Act 3
As you journey throughout Pharloom during Act 3, you'll find allies that are battling the void-infested bugs. Zaza and Garmond will be one of these NPCs, and after talking to them and Hornet asks them to rest, the wish will become available in Bellhart.
The area you can potentially find Zaza and Garmond can be anywhere around Pharloom.
How to Unlock Act 3 and Requirements
Accept the Wish in Bellhart
After fulfilling the wish condition, head to Bellhart to accept the Hero's Call wish.

Defeat Garmond in Blasted Steps
Fast Travel to the Bell Beast station in Blasted Steps to find Zaza. Follow Zaza and head southeast from the Bell Beast station's location to find Garmond. Defeat him to complete the wish.

Get Behind Him When He Prepares His Projectiles
Garmond's projectiles can only launch upwards up to a 45° angle which makes it easy to dodge by getting behind him as opposed to running away and dodging through the projectile's gap. This also gives you plenty of time to counter attack against Garmond for free damage.
Use His Upward Arc Swipes to use Bind
He has several moves that have wide windows where you can use Bind to heal. However, the one move that is the safest to do so are his Upward swipes. Once he uses the swipe attack, it will take a long time for him to prepare his next attack which makes it the perfect window to heal.

After defeating Garmond, you'll be able to obtain the Hero's Memento, which is an in-game trophy you can display at your bellhome in Bellhart.
