Upon unlocking the Faydown Cloak, you can go up the room found to the left of the Bellway above the cages.
You can purchase a Psalm Cylinder from Grindle for 240 rosaries.
Whiteward
After defeating The Unravelled in the room that requires the Surgeon Key in Whiteward, you can unlock a connecting passageway to Underworks. In this area, there is a breakable wall that unlocks a room with the Psalm Cylinder.
High Halls

A Psalm Cylinder can be found in High Halls, behind some metal railings. Use the vertical tunnels to navigate around the walls and reach the item.
To find the room, break the crooked railings while going the second vertical area with metal spikes in High Halls.
Whispering Vaults

A Psalm Cylinder can be found in the same room as Vaultkeeper Cardinius. Go up the boxes to find the glowing item in the rightmost area of the room.
Left of the Underworks Entrance
A Psalm Cylinder is located west of the southmost bench in Whispering Vaults near the connecting passageway to Underworks. This requires you to defeat Trobbio to unlock the area.
Locked Room Below Songclave

After using the levers in the secret room found at the right-most area of Whispering Vaults, ride the updraft to go up the surface and reach the right side of Songclave.
Use the Clawline to go left until you see a well-lit room. Here, you can collect the Psalm Cylinder and unlock a gate to return back to the area.
How to Use Psalm Cylinders
Give to Vaultkeeper Cardinius
Psalm Cylinders are given to Vaultkeeper Cardinius in exchange for rosaries and Melodies. You can find him in Whispering Vaults in a room located at the central area. A bench can be found above him.

Unlock Melodies per Cylinder
Each Psalm Cylinder unlocks a Melody which you can play and listen to in-game. This is additional content that you can uncover in Hollow Knight: Silksong.
