Sandflies Carver Schematic Location
The schematics for Sandflies Carver can possibly be picked up in a chest located in the Wreck of Euporia, Sheol.
Note that the Sandflies Carver schematics have a certain drop rate, so they are not guaranteed loot from the unique chest. If you did not get the schematics, you will have to wait for approximately 45 minutes for the chest to respawn.

Bring Radiation Suit to Sheol
Before you travel to the Sheol region, you have to make sure that you're equipping a radiation suit. It's because Sheol is an irradiated area and you won't survive long if you don't come prepared. It takes around 2 minutes just to fill up the radiation meter to instantly kill you.
It's recommended that you bring a ton of Iodine Pill at Survival Fabricators to help you last long in the Sheol. Ornithopter is also an ideal way to travel through the Sheol but ideally, you shouldn't take long within these areas.
