Solution

    Turn 1
  1. Move Chrom one space up and use Fate Unchanged... on Robin.
  2. Move Aversa two spaces down and defeat the Sword Knight.
  3. Move Robin one space up and defeat the Lance Flier.
  4. Move Chrom one space left and defeat the Blue Flier.
  5. Move Validar one space up and one space right, then defeat the Lance Flier.
    6. Turn 2
  6. Move Validar one space down and defeat the Sword Knight.
  7. Move Chrom three spaces up and use Fate Unchanged... on Validar.
  8. Move Chrom two spaces right and defeat the Lance Cavalier.
  9. Move Aversa one space up and one space right, then defeat the Lance Flier.
  10. Move Robin one space left and defeat the Lance Flier.
  11. Move Chrom one space down and two spaces right, then defeat the Red Bat.
    12. Turn 3
  12. Move Robin one space up and one space right, then defeat the Green Mage.
  13. Keep Aversa in place and defeat the Axe Fighter.
  14. Move Chrom one space up and two spaces left, then use Fate Unchanged... on Aversa.
  15. Move Validar two spaces right and defeat the Bow Flier.
  16. Move Chrom two spaces left and defeat the Green Bat.
  17. Move Chrom three spaces right.
    18. Turn 4
  18. Move Chrom one space left and use Fate Unchanged... on Validar.
  19. Move Validar one space right and defeat the Red Flier.
  20. Move Robin one space down and one space right, then defeat the Blue Mage.
  21. Move Aversa one space down and defeat the Bow Flier.
  22. Move Chrom two spaces down and one space right, then defeat the Sword Cavalier.
  23. Move Chrom one space down and two spaces left, then defeat the Cleric.
