She is by far the best Dancer in the game, she doesn‘t even need to perform any actions to buff allies combat If she's 9.5 then Attuned Azura and Legendary Ninian need to go down to 9.0 or even 8.5, because she is unquestionably ahead of both and there is a gap between her and them
Plumeria is the best refresher unit as of the time of her ranking. She has excellent mobility with built-in Canto, can refresh both action and Canto, grants Canto to allies at the start of each turn, provide valuable in-combat buffs like Preempt Pulse and +10 damage in a wide 3Rx3C area, and inflicts strong debuffs like Frozen and Sabotage onto enemies after using Dreamlike Night. Compressing all of these into one unit slot makes her valuable as a hero compared to other refresher units.
