This is a guide on who you should pull from Legendary Revival summons for Fire Emblem Heroes (FEH). To know who are the recommended units to summon for each Legendary Revival banner, read on!
In Legendary Revival banners, 5★ Legendary and Mythic units that are no longer part of any new Legendary, Mythic, Emblem, or Remix banners are available for Summoning.
The appearance rate of Legendary Revival focus units are set at 4%.
This makes it easier for you to pull the unit that you want than a normal Summoning banner.
Regardless of whatever advice we provide below, if any of these units are merge projects that are close to being fully merged at +10, we highly recommend summoning for them on their banners whenever they are available.
Having a fully merged +10 Legendary or Mythic hero will provide valuable scoring in their respective game modes, Arena or Aether Raids.

Legendary Lucina, while outdated, still has Future Vision II to remain relevant in Arena. Arena scoring mechanics require units to equip high SP cost skills in order to achieve maximum scoring. Usually, these are Dual Rally skills such as Rally Atk/Spd+ or Rally Up+ skills such as Rally Up Atk+, and not cheap mobility skills like Reposition.
Future Vision II is a high SP cost assist that provides some mobility, being a Swap that also grants Legendary Lucina an extra action. This alone makes Legendary Lucina more viable than the other two units which are already outdated in the current metagame.

Legendary Azura is still useful to this date, being a Legendary hero with a refresher skill. Gray Waves II is still a good skill, granting the target unit an extra action, 【Null Panic】, and +1 movement.
The other two heroes on this banner are severely outdated and will be mere scoring bots in Arena more often than not due to their lack of modern day exclusive skills.

The three Nifl siblings on this banner are all quite outdated, but Gunnthrá has the best chance of being relevant due to her status as a ranged Cavalry hero.
Refined Blizzard can be granted additional firepower by stacking penalties onto the target foe, allowing Gunnthrá to deal decent damage on her attacks.

Legendary Alm is the best unit on this banner due to refined Luna Arc's true damage, Null Guard, and Sweep effects, while Lunar Flash II also has bonus true damage built-in.

Legendary Hector has the best chance of remaining relevant in the current metagame due to his status as an Armored unit. He can equip the powerful modern Armored skills like Wily Fighter 4 and A/D Twin N Save or A/D Twin F Save to protect his allies from melee or ranged attacks, allowing offensive units to attack without fear of being defeated by other foes during enemy phase.
