Win Conditions	Clear Within 3 Phases.
Reward for First Clear	Hero Feather × 300

Solution

Move Fallen Takumi two spaces left to defeat the Axe Flier.
Move Takumi (Wild Card) down and right to defeat the Lance Dragon.
Counterattack and defeat the foes in the enemy phase.
Defeat the remaining Red Manakete with Takumi.

IS changed how the AI works which impacted some of the older Tactics Drills by changing their solution. For this one specifically, we could not find a way to complete the drill.

I think this one is bugged. I followed this guide and a youtube video but the staff foe attacks Close Counter Takumi before the red flier, throwing the order off and not allowing Takumi's Vengeance to trigger for the Red Manakete.
