You can start The Emerian Battlegrounds by completing all the requirements listed above and then interacting with the Mission Control board in the Administrative District.

Do note that while you've completed all the unlock requirements for this Basic Mission, it is possible that it may not show up on the Mission Control board since the missions are random. You can reroll missions by hopping in and out of the Mission Control board.
