Complete the Skell License Mission After Chapter 6

Xenoblade Chronicles X - Skell License
Mission Chapter Description
The Skell License Chapter 6 (Clear) Pass exams from each division to earn your Skell license.

Skells are unlocked by completing the Skell License Mission, which is unlocked after completing Chapter 6.

You can find the mission in the BLADE Barracks.

Get As Soon As Possible to Decrease Game Difficulty

While not mandatory to continue the main story, it is recommended to immediately get Skells as soon as the Skell License Mission becomes available. Having Skells for your party will make battles and traversals easier.
