Phog is meant to deal damage up-close with targets while having some ranged capacity to back him up. His Arts in this build therefore focus on his melee capacity.
His primary Arts including his Signature Art, Sky High and other primary Arts such as Back Slash, Sliding Slinger and Side Slash. His TP damage Art will be the always-reliable Hundred Shells used by most melee characters in the game.
The player can choose between these three Arts, Shadowrunner, Ghost Walker and Primer to buff Phog's damage potential.

Phog in this build would be best equipped with Ranged Skills or skills that boost his Overdrive. Background Noise, Master Edge and Phantom Counter will provide melee increase and Overdrive boosts respectively.

Best Role During Combat
Mixed Damage Dealer
Phog befitting his class as a Winged Viper, is meant to deal damage with mostly melee and some ranged Arts but just like Frye and Gwin, he has kit incompatibility issues with his Skills.
Given that characters such as Nagi, Elma, Murderess, Alexa and Neilnail or Liesel in the Definitive Edition exist to fulfill his role in a better capacity, he is best used in early-game where his kit will still be viable.
