There is still no news from official sources regarding a release date for a Collector's Edition of Xenoblade Chronicles X: Definitive Edition.

However, given that past versions of the game did have a Collector's Edition, there's a big chance that Xenoblade Chronicles X: Definitive Edition will have a Collector's Edition down the line.
