Nagi's best arts are mostly melee-based attacks, and their special effects synergizes really well with melee arts. Both sides of the art palette feature combos—physical on the left side and thermal combos on the right—allowing Nagi to deal tons of damage!
Use Magnum Edge to reduce an enemy's resistance to physical damage, then follow up with either Rising Blade, True Stream Edge, or Blossom Dance, depending on your situation. All of these melee arts benefit from increased damage through cooldown bonuses.
The arts on the right side focus on dealing thermal damage. Use Missile Volley to lower an enemy's resistance to thermal damage, followed by Burning Slash to take advantage of the inflicted Thermal Res Down debuff from Missile Volley. Finish the combo with Incendiary Edge to gain the additional damage bonus from triggering a melee combo with Burning Slash.

Nagi can be a pretty durable unit thanks to his access to both Steel Flesh and Fortified Flesh, which increases his Max HP, especially if these two are maxed out. Mighty Muscle boosts his melee attacks, while Yamato Spirit helps with TP gain, which is useful since this build includes three arts that consumes TP.
The last slot can be filled with any of the remaining options, but Grand Procession is a good choice. It gives Nagi some party-wide support capabilities by providing TP to the entire team upon activating Overdrive.

Best Role During Combat
Endgame Melee-Thermal Damage Dealer
Nagi, being a character obtainable near the end of the game, is one of the best damage dealers until the endgame. He can deal both Physical and Thermal damage through his arts and is quite durable thanks his skills boosting his Max HP.
Consuming TP is a must to maximize his kit. His True Stream Edge art regenerates TP when morale is at level 1 or higher, which is achieved through successful Soul Challenges. Additionally, his Yamato Spirit skill provides TP upon using melee arts, and the TP gained is doubled when an aura, achieved from his Enhanced Stand art, is active.
