Puget Lakes is a type of server side error that prevents players from getting into the game. It might be that the servers are overloaded with players, as this error affected most players across all platforms during the first hours of MWII release.
Infinity Ward hasn't officially addressed this issue, but it shouldn't appear as often as it did on the game's release since player numbers are finally stabilizing.
Relaunching the game seems to fix the problem for some players. You can try this method until the server lets you back inside. You can also try waiting for a few minutes before you relaunch the game to lessen the load on the server.
