The Call of the Unseen can be unlocked during The Final Battle over the Natural Order Main Mission. You'll also need to complete the Bring Your Own Materials Side Mission to unlock it.

Once the Side Mission is unlocked, you'll receive a message from ??? in your Digivice!

Meet Examon at Central Tower

The Call of the Unseen Start Location

To start The Call of the Unseen, head to Central Town (Present Day) via Time Jump and speak with Examon at Central Tower: Steel Point. Since Examon is quite small, you'll need to go to the exact spot of the quest marker for the camera to adjust and allow you to speak with it.

The Call of the Unseen Step 1
After accepting the quest, you'll be challenged to a fight by HerculesKabuterimon and two Kuwagamon. Thankfully, Examon and Venusmon will also assist you in the battle.

The Call of the Unseen Step 2
Finish the conversation with Examon to complete the quest and get your rewards. After this, Examon will return to the rendezvous point for the Royal Knights, Assemble! Side Mission.

Bring Data digimon with Fire or Electricity skills to hone in on HerculesKabuterimon's weaknesses. Since the Kuwagamon are just Ultimate generation digimon, Examon and a team of Mega digimon can quickly take them out at the start of the battle.

Once HerculesKabuterimon is the only one left, buff your team's stats with skills like Attack Field or Cross Art: High Field to maximize your team's damage. With Examon's assistance, you should be able to win easily as long as you keep on using Fire and Electricity skills.
